BEGUN and held at the Capitol, in the city of Washington, on Monday, the seventh day of December, in the year of our Lord one thousand eight hundred and sixty-eight, and in the ninety-third year of the independence of the United States, being the Third Session of the FORTIETH CONGRESS, held under the Constitution of the government of the United States.

On which day, being the day fixed by the Constitution of the United States for the meeting of Congress, Schuyler Colfax, the Speaker, one of the representatives from the State of Indiana, and the followingnamed members of the House of Representatives, appeared and took their seats, viz:
