The subcommittee met, pursuant to call, at 10 a. m. in the committee room, Capitol, Hon. Royal S. Copeland (chairman) presiding. Present: Senators Copeland (chairman), Sheppard and Townsend. The subcommittee thereupon proceeded to the consideration of the bill (H. R. 10291) making appropriations for the War Department civil functions for the fiscal year ending June 30, 1939, and for other purposes. DEAR SENATOR COPELAND: In reply to your letter of the 19th instant relative to the pending War Department civil appropriation bill, there is transmitted herewith a statement indicating the changes therein which are believed to be absolutely necessary, together with a brief statement of the reasons for each. In view of the desirability of expedition, as indicated in your letter, the accompanying memorandum of changes is based upon the bill as now pending in in the House of Representatives. It will be appreciated if your committee will grant a hearing upon this bill, in which event representatives of this Department will be prepared to discuss the amendments herein proposed, and also other amendments if made by the House before passage of the bill. Comment. Proposed amendment will restore the amount ($329,692) by which House committee reduced the Budget estimate. This amount was included to provide for the establishment of a new cemetery in the vicinity of San Francisco, allocated to specific purposes as follows: Procurement of land..
